Depends on both the airline and the country. I flew IcelandAir out of Orlando and my flight bag was fine. But on the return trip, they made me check it. So you'll want to do some research or call the airline to make sure. Also, many of them have weight restrictions. Something to keep in mind.
Actually, I've had to weigh my flight bag in a number of foreign countries - never in the US though - so again, you'll want to do some research.
Check here for a list of size & weight restrictions for carryon luggage. It doesn't have all the airlines but it has many. It is also showing a huge difference in the different airlines: American Airlines is 40lbs and Air Canada is 22lbs.
As folks are saying, it depends on the airline. The standard measurement for carry on is 45 linear inches (height plus width plus depth); but if you're on a smaller plane, it may be less.
Also, while most airlines do not have a weight limit for carry on, again if it's a small plane they may have one.

From where to where? What airline? What class? International and domestic can be different, airlines are often different(european airlines have some weird carry on rules).

It really depends on the airline. Visit your airline's web site for specific dimensions.
